In an effort for Head Start Homes (HSH) to measure its long-term social impact on homelessness and social and affordable housing, it engaged Social Enterprise Finance Australia (SEFA) to undertake a Theory of Change framework.

This framework identifies two outcomes:

  • identifying ways to service increased client volume in a sustainable way, maintaining our customer-centric approach; and

  • building a robust and sustainable organisational structure.

To ensure long lasting change and impact for generations to come, we started by identifying the resources required to achieve these outcomes. We then mapped out key actions required to drive change, such as securing partnerships and advocacy for our clients, fostering financial literacy and economic empowerment.

This has led to updating our mission as follows:

Head Start Homes exists to:

  • Provide a more equitable homeownership system with empowered homeowners;

  • Make available more social & affordable homes; and

  • Break cycles of disadvantage and disrupt intergenerational poverty.

We are most grateful to Gabrielle and Sophie from SEFA who were able to facilitate the process to help cement our forward direction in line with our long-term impact, mission and vision.

Gabrielle K., Social Impact Manager for SEFA

“We enjoyed working with Head Start Homes in clarifying the positive outcomes and impact of the organisation,” said Gabrielle, Social Impact Manager.

“Stephen and the Board participated enthusiastically in the two workshops we ran, and really took the opportunity to deeply consider the role the organisation might play in breaking cycles of disadvantage. We hope the Theory of Change and Measurement Framework we developed can be used by Head Start Homes to capture meaningful data around the social impact it delivers."

SEFA worked with HSH stakeholders including clients, directors, staff, and key partners, including the Aboriginal Housing Office, Community Housing Limited, Westpac and Stockland in developing this framework.
